Members
There are nine members, one from Scott County and eight from Dakota County. Members are appointed for three-year terms and are limited to two consecutive terms.

Members must reside within the Vermillion River Watershed which, in Scott County, includes the City of Elko New Market and New Market Township. Purpose
The Vermillion River Watershed manages water resources in a 335-square-mile area that includes all or part of 20 cities and townships, including Elko New Market and New Market Township in Scott County. It is governed by a Joint Powers Board that consists of two Dakota County and one Scott County Commissioner. The Watershed Planning Commission is a formal citizen advisory group that advises the Joint Powers Board regarding its duties, which include: guiding implementation of the watershed management plan, developing an annual work plan/budget, and recommending action regarding disputes that occur pursuant to the Joint Powers Agreement.
