Add or Remove Lien From Title

Status Update - 06/14/2021

Scott County Customer Service is now accepting appointments for driver’s license and identification card transactions only. This includes renewals, duplicates for address changes, lost or stolen licenses, upgrades to Real or Enhanced DL/IDs. Please allow ample time for setting an appointment as we will need to ask some health screening questions, go through the types of licenses, and review what documents you will need before scheduling an appointment. Upgrades to Real ID or Enhanced ID do require additional documentation.

All other services such as tabs, title transfers, disability certificates, duplicate titles, and other deputy registrar services will be offered through the drop boxes, mail or standby list. Please ensure that all transactions left in the drop boxes have a phone number enclosed. Requests will be processed on a first in first out basis and returned via mail.

Add a Lien to a MN Title - Drop Box/Mail/Standby List

You will need : 

• Your MN title 

•  If you are refinancing and there is a lienholder showing on the title, you will need to submit a lien release. If you don’t you will have two lienholders showing on the title 

• Fill out your MN title with help of out Add a Lien Guide

• Amount Due: $13.00 

• Place in the drop box, mail

• Complete in person using our standby list

• It will be processed first in - first out 

• We will mail you a receipt after processing 


Payment Options:

• Check or Money Order

•  Make it out to Scott County 

•  Include your driver’s license number and phone number on the check 

• Credit/Debit Card by Phone (Visa, Mastercard, Discover, American Express)

•  Leave call back phone number in envelope / email (we will call you for your credit card number) 

•  Card must be in registered owner’s name 

•  Additional 2.49% service fee is applied at time of sale

Remove Lien from Title Drop Box/Mail/Standby List

If you are removing a lien from your title, you will need:

• Your MN title 

•  If your address is the same, leave the title blank 

•  If your address has changed, fill out the address boxes in the middle section of the title

• A lien release from your secured party 

• Amount due: $11 

• Place in a drop box or mail to the Service Center 

• Use our standby list to complete in person

• It will be processed first in - first out 

• We will mail a receipt to you after processing
