About
Foster Care Licensing requires each provider complete initial and on-going training hours. The annual requirement for Child Foster Care is 12 hours total; one hour must be Children's Mental Health training and one hour must be Fetal Alcohol Spectrum Disorder.
Each video training below has a short description. In order to receive credit for this training opportunity, each provider must watch the video/videos provided, follow along with the given information packet (power point) and then complete the self-test. The completed self-test must be returned to your Scott County Licensor in order to receive credit for this training.
Required Training
This video training is presented by Deena McMahon. This video defines mental health and specifically addresses how it impacts children's development. This training had been approved and will meet the children's mental health requirement for Foster Care initial and on-going training.
Introduction to Children’s Mental Health training discusses a number of common mental health diagnoses that foster and adoptive children often present within the child welfare system. Each diagnosis is discussed in terms of origins, symptoms, behaviors, treatment, interventions, and cultural considerations. It includes information and helpful tips about common co-occurring or dual diagnoses. This course has been approved for 2 hours of the initial Children's Mental Health requirement. You must complete all modules and submit your certificate to the licensor upon completion of the quiz.
The Preventing Sex Trafficking and Strengthening Families Act amended Title IV-E requiring states to support normalcy for all children in foster care. Children and youth in foster care need to experience the same types of developmentally appropriate and social activities that their friends, families, and classmates who are not in care experience. This new law permits foster parents, designated corporate foster care staff, and residential staff to allow foster children to participate in normal childhood activities by applying the reasonable and prudent parent standard.
This training is required for all license holders, staff persons, caregivers, and helpers who are caring for children under the age of 6 years old. This training link includes 6 videos that all need to be watched in order to meet this requirement. Three videos for SUID and three videos for AHT.
Minnesota State Statute requires all licensed providers to complete one hour of approved Fetal Alcohol Spectrum Disorder training within the first year of obtaining your license and additionally requires one hour of on-going training. This Video meets this requirement set by the state.
Additional Training
Quality Parenting Initiative - Minnesota (QPI-MN) is a collaborative movement to improve foster care for the child/youth and all caregivers involved (birth, relative/kin, foster). When QPI is successful, caregivers have a voice. They work as a team with agency staff to support children and youth. Caregivers receive the support and training they need to work with children and families, understand what is expected of them, and know what to expect from the system. Systems are then able to select and retain enough excellent caregivers to meet the needs of each child for a home and family. When these changes are accomplished, outcomes for children, youth and families improve. This is done by coordination engagement between all stakeholders at the state, county and direct service level. These courses have been approved for 1.5 hours of annual training each. In order to receive annual training hours please complete the Training Verification Form below.
Mandated Reporter Training is a self-paced learning module that is designed for professionals identified by law who must make a report if suspected or known child maltreatment has occurred. This training features videos, quizzes, and activities that can be completed through self-study. This course has been approved for 1 hour of annual training.

Cenpatico University, Foster Care EDU is a comprehensive educational training initiative offered as a community service that targets all stakeholders of the foster care system. These online trainings are offered free of charge, are interactive and facilitated trainings using a ‘conference to you’ approach. These trainings are hosted live by national experts and other trainers (open to all foster care stakeholders). Foster Parent College offers interactive multimedia training courses for adoptive, kinship and foster parents.
CASCW's online modules are self-directed learning opportunities for child welfare professionals, foster parents, advocates, and others interested in the topics. They were developed in order to present the child welfare practice-relevant findings of research undertaken by faculty and staff at the School of Social Work as well as partners across the University of Minnesota.

PACER is the Minnesota Parent Training and Information Center funded by the U.S. Department of Education's Office of Special Education Programs. It is a parent training and information center for families of children and youth with all disabilities from birth to young adults. If you watch a live workshop you will receive a certificate to count towards annual training hours. This training is a three part series by the Minnesota Department of Education and it provides a better understanding of children's mental health disorders and its impact on learning and functioning. Included in this series are three videos which highlight anxiety, depression and attention and behavior disorders. When all three sections of this training are complete, this also will meet the mental health requirement for Foster Care on-going training.

This video is a guide for families to understand intensive treatment options for children with mental illnesses. On completion of this video training, training hours can given to fulfill the mental health requirement for on-going training.
This video highlights what the basic principles are and how you as a foster parent cant be involved in a new and innovative approach. Included is a panel discussion with case managers and some foster parents who have already started this type of work with families. To complete this training, both videos must be watched while you follow along with the information packet (power point) and then complete the self-test at the end. This training can be used for additional on-going training hours for current foster care parents.
