1. What is Market Value?

The estimated market value should be the most probable sale price of a property in terms of money in a competitive and open market; assuming that a buyer and seller are acting prudently and knowledgeably; allowing sufficient time for the sale and assuming that the transaction is not affected by undue pressures. The Assessor’s Office works throughout the year to establish market values of each property as of January 2nd of each year for taxes payable the following year.

2. How does the Assessor Estimate Market Value?

The Scott County Assessor’s office uses a mass appraisal process for estimating market values. This system involves the analysis of sales that have taken place in the jurisdiction and the collection of the physical features of each property in the jurisdiction.

The assessor also analyzes information on construction costs, how much it takes to operate and keep a property in good repair, what rent it may earn, and many other financial considerations affecting market value, such as the current rate of interest charged for borrowing money to buy or build properties like yours. 3. How is my Estimated Market Value established?

The Assessor's Office estimates market value and classifies about 55,000 residential and commercial parcels each year for property tax purposes. The estimate of market value is as of January 2nd of each year for taxes payable in the following year (Example: January 2, 2017 estimated market value is established for taxes payable in 2018). 4. Why has my Estimated Market Value changed?

Property values are based on market values that fluctuate with general market conditions such as recent sale prices, supply and demand, demographic changes, and changes in tax laws. By Minnesota state law, as property values change in the market place, those changes must be reflected in the assessor’s estimated market values.

In addition to market changes, physical changes made to your property can also affect your market value. For example, if you were to add a garage to your home, the market value may increase. However, if your property is in poor repair, the market value may decrease over time. The assessor does not increase values due solely to routine maintenance.

In some areas, market conditions may have led to increases in market values without any physical changes to the property. Other areas may have experienced declines. All factors are considered in estimating the value of property.

5. Does the Estimated Market Value change at the same rate on all properties?

No, it does not. There are differences between individual properties and between neighborhoods. In one area the sales may indicate a large increase in value in a given year. In another neighborhood there may be very little or no change in value. Properties within the same neighborhood may show different value changes. There are numerous factors to be considered in each property, which will cause value changes to differ. Some of the factors that can affect value are location, condition, size, quality, number of baths, basement finish, garages, and many others. Property information may have been corrected resulting in an increase or decrease in value different than neighboring properties.

6. What will happen to my estimated market value if I improve my property?

Generally speaking, improvements that increase the market value of a property will increase the assessor’s estimated market value. The following are typical improvements that will increase the estimated market value of your property:
- Added rooms or garages
- Substantial modernization of kitchens or baths
- Central air conditioning
- Fireplaces
- Extensive remodeling

7. Will my estimated market value go up if I repair my property?

Not necessarily. Good maintenance will help retain the market value of your property. Generally, your estimated market value will not be increased for individual minor repairs such as those that listed below.
- Replacing water heater
- Repairing or replacing roof
- Repairing porches or steps
- Repairing original siding
- Painting/decorating
- Replacing plumbing or electrical fixtures

However, a combination of several of these items could result in an increase in your estimated market value.

8. Am I notified about my Estimated Market Value?

Yes. Scott County mails a Notice of Valuation and Classification in March of each year to each property owner.

9. How do I know I have taken advantage of all property tax relief?

10. What is a Quintile Review?

The assessor maintains records on the physical characteristics of each property in the County. The Assessor’s Office is required by State law to physically review your property at least once every five years and record any changes in property characteristics since their last visit. This review is part of an ongoing revaluation program to ensure the accuracy of our data and to assist us in estimating a fair and equitable value of your property for property tax purposes. This process is known as the quintile review. Reference (Minnesota Statutes, section 273.01) Appraisal staff carries County Identification and will request permission to view the interior and exterior of your property. If you are not home we will complete an exterior inspection and a notice will be left on your front door notifying you of our visit with any further instructions such as a need for an interior review or verification of information.

Appraisal staff view the interior and exterior of your property to collect property characteristics used in estimating market value. The property characteristics such as year built, style, square footage, quality of construction, and condition are entered into a computerized mass appraisal system.

11. Will I be notified when my property is going to be reviewed?

No. Scott County does not mail a separate notice prior to these inspections. This property review will take 10 - 15 minutes and the appraiser will try to answer any questions that you may have.

12. What happens if I do not let the appraiser in my home?

Even though the assessor may have been unable to go through your property, the estimated market value will still be reviewed based on the updated and existing records of your property and sales of similar properties. In order to obtain a fair and equitable assessment, it is best for the appraiser to review the interior of your home. If an appraiser is unable to review the interior of your property he or she will make a value estimate. Any changes to assessed market value will require an interior inspection.

1. The business must be in Scott County.
2. The check must be for amounts between $20 and $2,000.
3. The check must be NSF, Account Closed, and Refer to Maker.

2. How can I get copies of a police report (discovery request)?

You may request copies of police reports in person at the County Attorney's Office, or you may request these documents online from the Scott County Sheriff's Records Division: Sheriff's Office Data Request Form

3. Can I report a crime to the County Attorney's Office?

The Scott County Attorney's Office does not investigate crimes. To report a crime, you need to contact a law enforcement agency with jurisdiction over the offense. This is usually the local police department or Sheriff's Office, but it can also be a Federal agency like the FBI, DEA, or IRS.

1. Accessory Dwelling Unit

County Zoning ordinance regulates the height, size, and location of accessory dwellings and dwelling units. Prior to applying for permit, contact Scott County Planning and Zoning to review parcel specific requirements. Planning and Zoning phone 952-496-8653 or planning@co.scott.mn.us

MN State Building Codes regulates the design, construction, alteration, repairs and demolition of structures. Review all applicable information and handouts prior to applying for permits. 

New Accessory Dwellings and 1 and 2 Family Dwelling permits are all-inclusive with plumbing, mechanical and sewer or septic permits (select septic or sewer in ePermit) 

Sub-contractors will be listed on the Contact and Contractor form and uploaded into the ePermit application.

Electrical permits shall be obtained by the installing contractor through MN Department of Labor and Industry Electrical Division.

  • Grade and proposed building elevations
• Building Plans – Per MN Rules 1300, plans shall be dimensioned and drawn upon suitable material. Complete set of plans including structural and braced wall design, floor layout, cross sections, elevations, and energy. Plans shall be uploaded as one multipage complete set (not individual sheets), individual sheet uploads will not be accepted. Plan sheets shall only be separated if larger than 50 MB.   The following details shall be identified on all Accessory Dwelling Unit plans 
  • All dimensions and elevations, rooms shall be labeled, unfinished areas shall be labeled as such
  • Footing and foundations sizes (width and height at all locations) with all reinforcing bar placement details on foundation sheet. If foundation information is provided on separate submittal, plans shall reference the document the foundation design details can be found on. Include the corresponding document sheet/page number at each foundation wall section as applicable. 
  • All header and beam sizes shall be shown on plans. If provided on separate submittal, plans shall reference the document the header and beam sizes are provided on. Include the corresponding document sheet/page number at each header or beam location.
  • Wall bracing design shall be in accordance with R602.10 or by licensed structural engineer - shall include property wind exposure category per R301.2.1.4, locations braced wall lines, size/location of panels, method of bracing and calculations.
  • When unique design methods are being used, it is best to include as much information as possible on the plans
  • Include all energy code details on plans
• Truss Specifications - Roof and Floor Layouts and specification sheets. Please upload as on complete pdf file.
• Energy Code Compliance Certificate (PDF) 
• Lighting Schedule (PDF) - May be a deferred submittal, but must be received and approved prior to scheduling final inspection
• Erosion and Sediment Control Agreement (PDF) - Complete Erosion & Sediment Control General Notes for Building Permits form, Signed Building Permit Erosion & Sediment Control (ESC) Escrow Agreement form.
• Erosion and Sediment Control Plans must include the following details: survey or other accurately- scaled drawing showing the location of the proposed structure, direction of water flow, location of perimeter control, how the site will be permanently stabilized and other requirements that are on the Erosion Control Agreement. • Sewer and / or Water Main layout site plan and material specs – REQUIRED if not septic system - when connecting to community, municipal, or existing septic system not regulated by municipality.
• Driveway Permit - For driveways off a County road, refer to the Scott County Driveway Permit Link to access information regarding requirements for County Driveway Permits. Scott County does not permit for the State or Township, only the County. Please refer to the State and Townships regarding state or township roads.

Optional Submittals, if applicable

• Engineered Design - Engineered design shall be submitted if construction cannot be verified by the minimum prescriptive requirements of the 2015 Minnesota Building Code. An engineered design must be sealed by a structural engineer licensed in the State of Minnesota. If engineered design all part of building plans, upload in to Building Plans.
• Specifications - Provide product installation specifications if any materials or fasteners require specific manufacturers’ specifications for installation.

2. Addition (Commercial)

Verify Zoning and C.U.P. requirements prior to applying for building permit, contact Scott County Planning and Zoning.

Required Submittals ----- Important: Project address shall be displayed on all submittal documents. Applications with incomplete submittals will be rejected and delayed.

• Special Inspection Form (PDF) - This form must be filled out in entirety and signed by project participants as applicable. Application acceptance will not occur without completed form. Special Inspections shall comply with the MN Building Code. Please see Chapter 17 Section 1704  The special inspector can be an approved qualified third party agency or the registered design professional in responsible charge and engineers of record involved in the design of the project are permitted to act as the approved agency and their personnel are permitted to act as the special inspector for the work designed by them, provided they qualify as special inspectors.
• Survey/Detail Site Plans - A Certificate of Survey is required for new commercial construction. 
• Civil Plans - Required for commercial construction.
• Building Plans– MN Rule 1800.5200 requires construction plans and documents prepared and certified by a MN Licensed Architect and/or Engineer. Plans shall be uploaded as one multipage complete set (not individual sheets). Plan sheets shall only be separated if larger than 50 MB. Individual sheet uploads will not be accepted.
  • All of the following applicable plans shall be included in one submittal document:
    • Code Record
    • Architectural
    • Structural
    • Fire and Life Safety
    • Mechanical
    • Electrical
    • Plumbing
• Engineered Design - Engineered design shall be submitted if construction cannot be verified by the minimum prescriptive requirements of the Minnesota Building Code. The design must be sealed by a structural engineer licensed in the State of Minnesota.
• Building Energy Compliance – Provide compliance forms for Building Envelope, HVAC, Service Water Heating, and Electrical. All aspects of the building shall follow the same energy path. Either Minnesota Energy code or ASHRAE 90.1
• Specifications - Shall include product installation details not already addressed in the engineered design.
• Erosion and Sediment Control Plan and Agreement (PDF) - Previously approved grading agreement and plan or complete Erosion & Sediment Control General Notes for Building Permits form and signed Building Permit Erosion & Sediment Control (ESC) Escrow Agreement form.  
• Erosion and Sediment Control Plans - Previously approved grading plan. If none exists, then survey or other accurately- scaled drawing showing the location of the proposed structure, direction of water flow, location of perimeter control, how the site will be permanently stabilized and other requirements that are on the Erosion Control Agreement. For new structures, also include: low floor elevations, limits of grading / construction area, and location of rock entrance. Questions contact SWCD

If the work is not being completed by the occupying property owner, plumbing and mechanical permits shall be applied for by the MN Licensed Plumbing contractor and MN Bonded Mechanical Contractor. Sewer by a MN Licensed Plumbing contractor or MN Certified Pipe Layer.

Electrical permit shall be obtained by installing contractor or installing property owner, through MN Department of Labor and Industry Electrical Division

4. Basement Finish

  • All room dimensions shall be shown on plans. Include all walls, doors, windows, ceiling height
  • All rooms shall be labeled for the use. Areas that will remain unfinished shall be labeled accordingly
  • Structural details, if structural changes proposed
  • Show locations of plumbing fixtures on plans and identify if current rough in (drain, waste, vent) already exists
  • Show any additional mechanical equipment locations, such as: fireplace, mini-split, A/C, or other
  • If increasing the size of or adding openings to exterior or bearing walls, provide all loading and beam details in those areas including additional point load footings

• Specifications - Provide product installation specifications if any materials or fasteners require specific manufacturers’ specifications for installation.

5. Cell Tower

Verify requirements for new towers and co-locates prior to applying for building permit, contact Scott County Planning and Zoning.

Antenna Replacement (Like for Like) - A building permit is not required for antenna replacements on existing towers when the size and weight of the equipment being removed is the same as the size and weight of the equipment being reinstalled.

Antenna (Additional or Size Change) - A building permit is required for addition of antenna or equipment on existing towers where no tower modifications. This includes antenna replacement that is not the same.

• Building Plans - Structural Analysis and construction drawings, by design engineer.

Tower/Structure - A building permit is required for modifications or repairs to existing tower structures and for new towers.

• Contact and Contractor Form (PDF) - To complete form, type or print neatly. Upload completed contact and contractor form as applicable for your project. Contacts and sub-contractors listed will be notified of permit.
• Building Plans - Structural Analysis and construction drawings, by design engineer.
• Special Inspection Form (PDF) - Due to the unique nature of the tower elevation, special inspections are required for tower alteration fastening and materials inspections. Special Inspections shall comply with the MN Building Code. Please see Chapter 17 Section 1704  The special inspector can be an approved qualified third party agency or the registered design professional in responsible charge and engineers of record involved in the design of the project are permitted to act as the approved agency and their personnel are permitted to act as the special inspector for the work designed by them, provided they qualify as special inspectors.   • All dimensions and elevations, rooms shall be labeled, unfinished areas shall be labeled
  • Footing and foundations sizes (width and height at all locations) with all bar placement details on foundation page. If foundation information is provided on separate submittal, plans shall reference the document the foundation design details can be found on. Include the corresponding document sheet/page number at each foundation wall section as applicable 
  • All header and beam sizes shall be shown on plans. If provided on separate submittal, plans shall reference the document the header and beam sizes are provided on. Include the corresponding document sheet/page number at each header or beam location
  • Wall bracing design shall be in accordance with R602.10 or by licensed structural engineer - shall include property wind exposure category per R301.2.1.4, locations braced wall lines, size/location of panels, method of bracing and calculations.
  • When unique design methods are being used, it is best to include as much information as possible on the plans
  • Any proposed interior finishes shall be included on plans
• Truss Specifications - Roof and Floor Layouts and specification sheets. Please upload as on complete pdf file.

If the work is not being completed by the occupying property owner, plumbing and mechanical permits shall be applied for by the MN Licensed Plumbing contractor and MN Bonded Mechanical Contractor. Sewer by a MN Licensed Plumbing contractor or MN Certified Pipe Layer.

Electrical permit shall be obtained by installing contractor or installing property owner, through MN Department of Labor and Industry Electrical Division

13. Multi-Family

    • Wall bracing in accordance with R602.10 shall be designed by a MN Licensed Structural Engineer or provide complete design including braced wall lines, size/location of panels, method of bracing and calculations. Required if altering existing braced wall sections.

Contact our Office. You will need to be screened to see if you are income eligible for our Basic Sliding Fee program. We may have a waiting list for this program. If you appear eligible and there is no waiting list, you can be sent an application. 2. If my MFIP or DWP closes, will my child care close?

When your MFIP/DWP closes, you may be eligible for Transition Year (TY) Child Care for up to one year if you meet the TY program requirements regarding activities, income, etc. Contact your worker with your questions.

It is best to contact the agency in this situation. There are many things to take into consideration. For example, the type of facility he/she is looking to go into or if the client has a spouse that is going to remain in the community. We want to be sure the client gets all the necessary forms and gets referred to social services, if necessary, to receive the benefits they need.

You cannot apply for Long Term Care Assistance more than one month in advance of when the person needs the coverage to start. In most cases you will need to use the Minnesota Health Care Program Application for Long Term Care Services. However, if you are already on assistance contact your worker to obtain the correct forms.

Health and Human Services - Foster Care

1. Do I have to own my own home to do foster care?

No! You may own or rent a trailer home, apartment, condominium, or single family home. All are acceptable providing they meet safety standards. Some homes will require a Fire Inspection from the State Fire Marshall or other authorized fire inspector.

2. What kind of experience or training do I have to have?

Scott County Foster Care Program provides all preliminary training to become a foster parent. On-going training is also provided through a variety of resources. Foster families are required to obtain 12 hours of training per year for the first 5 years of licensure. Formal training and experience in working with people (child or adult) is always a benefit. Anyone interested in becoming a foster parent should be open and willing to learn new skills and apply them within the foster care environment.

3. Do foster children need their own bedrooms?

No, children of the same sex are permitted to share bedrooms depending on the scenario provided that the foster child has space for personal belongings and opportunities for privacy. Children are not allowed to share the same bed.

4. Can a single person be a foster care provider?

Yes, you do not have to be married nor have children of your own to be a foster parent. You do need to be at least 21 years of age.

5. Can I choose the age group?

Yes, you are encouraged to request age, gender, and duration of stay preferences. You can even choose a population whom you wish to work with (i.e. developmentally disabled, mentally ill, elderly, physically handicapped, teen parents, etc.).

6. As a foster care provider, would I be responsible for medical bills accrued by the individual in place in my care?

No, the majorities of people in need of foster care are on Medical Assistance or will be covered by their own private insurance.

7. If I have a child in placement, will the family know where the child is? May they have contact with their family?

The majority of the time, families will know where the child is, and visits are scheduled as a part of the placement plan. If this knowledge would endanger the child or the foster family, the placement location would not be disclosed.

8. Can foster parents adopt the children in their care?

Most children placed in foster care return to their birth parents or are placed with relatives. In a few cases parental rights are terminated. The agency is then required to first consider a permanent placement with relatives if that is in the best interests of the child. If relatives are not found to be appropriate, we would then consider all adults who have had a significant role in the child's life, including foster parents. Sometimes we do look for a foster/adoptive home when we know early on that parental rights will likely be terminated.

9. How long do children stay in foster care?

It is always difficult to know how long a child may be in foster care - most often the length of time is directly related to their parent's ability to engage in services designed to help them keep their children safe. As a foster parent, you may choose the type of placements you will accept. Some placements may last for a few weeks, months, or even years.

10. What are foster parents paid?

Foster parents are volunteers who receive a monthly check to help offset the expense of caring and providing for a child. The rate foster parents are reimbursed varies. It depends on each child's age and level of need.

11. Can foster parents work outside the home?

The Scott County Foster Care Program has working parents and stay-at-home parents who serve many types of children. Each child’s situation must be evaluated individually and some children have needs that require a full-time at-home parent. Working parents must have some flexibility in their work schedule so that the foster children can be transported to scheduled visitations, appointments, etc. which typically occur during regular working hours. As a working parent you need to develop a child care plan that includes after-school care and care for school vacations and holidays as foster children must be supervised by an adult 24 hours a day.

12. Will I meet the child before he/she is placed in my home?

The referring county social worker is usually working with tight time constraints and therefore "pre-placement visits" are generally not feasible. We will give you all the information we receive from the county social worker about the child initially and as it is received. You will need to be prepared to make a decision about fostering a particular child based solely on information we give you over the phone.

13. Once I am licensed, how long will it take to get a foster child placed in my home?

The timing of placements depends on the situation of the foster children in the foster care system. We match children to available homes based on the child’s needs, your criteria (age, sex, siblings, etc.) and the criteria of the placing social worker. Placements may be made within a couple days of being licensed or can take many months.

14. Can single people apply to be foster parents?

We recognize that single parents can give high quality care to a child. Single parents need to identify a back-up provider who can care for your foster children in your absence or illness, as foster children require 24-hour adult supervision.

15. What are the requirements for transporting children?

Foster parents are responsible for transporting foster children to school, doctor appointments, after-school activities, etc., just as they are for their own children. In addition, foster parents are responsible for transporting the foster children to and from all court-ordered visitations which normally occur during working hours. All vehicles must be in good running order and there must be enough seats, seat belts, car seats and infant car seats available for the family. In addition, we require that both parents have a valid Minnesota driver’s license, current auto insurance and the ability to drive. Each foster parent must also complete a Child and Restraint Systems Training.

16. Will I get to choose the age and/or sex of the child placed in my home?

As part of the application and home study you will identify the age and sex of child or children that would be most appropriate for your home.

17. What qualities should I possess to become a foster parent?

Generally, our most successful foster parents are open-minded, dependable, patient, and willing to learn new parenting styles for children with different needs. Having a flexible schedule, being tolerant of change and demonstrating the ability to follow our guidelines are all important qualities for success.

The majority of televisions are $10 each for residents of Scott, Carver, Dakota, Hennepin, LeSueur, Ramsey, Sibley, and Washington Counties.

Large console and rear projection TVs are $20 each, and CRT TVs and picture tubes with electronics removed are $30 each.

The Scott County HHW accepts household appliances for a fee of $10 each from residents of Scott, Carver, Dakota, LeSeuer, and Sibley Counties.  However, additional fees apply for commercial appliances, as well as ammonia (gas) appliances.

4. Tires

Most types of tires are accepted at the Scott County HHW.  For large quantities of tires, please call 952-496-8787.

MMCD (Metropolitan Mosquito Control) does pick up large quantities of tires off rim free of charge (some restrictions apply). They can be reached at 651-645-9149

5. Lawn Mowers

We accept all sizes of lawn mowers, including riding lawn mowers free of charge if fluids have been drained. They must be drained of gasoline and oil at time of drop-off or we will charge a $5-$10 assistance fee to drain them (depending on size).

6. Humidifiers & De-Humidifiers

If you are unsure if you have a de-humidifier or humidifier, please bring it to the Scott County HHW so we can give direction on how to properly dispose of it. 

• De-humidifiers are an appliance that must be recycled. They are accepted at the Scott County HHW for $10 each.
• Humidifiers are not currently recyclable and can be placed with your household garbage.

7. Cardboard

The Scott County HHW currently accepts flattened cardboard at no cost.  However, there are several options throughout the county to get rid of large quantities of cardboard at little to no cost. Some disposal options for cardboard are listed below:

8. Gasoline

Gasoline should be brought to the HHW facility only in approved containers. We have the ability to empty the containers for you, and give you the containers back. Please note this could take up to 5-10 minutes depending on quantity of gasoline and how busy the facility is at the time of drop-off.

9. Fluorescent Light Ballasts/Fixtures

The ballasts inside fluorescent bulb fixtures can also be a hazardous waste. We accept the fluorescent bulbs, the ballasts as well as the fixture for scrap metal. However, we would prefer the ballast (which is a small black box inside the fluorescent light fixture) was removed from the fixture before arriving at the HHW. This saves us valuable staff time having to remove the ballasts from each of the light fixtures.

10. Coffee Makers/Keurigs

Coffee makers and Keurigs are not currently recyclable and can be placed in your household garbage.

11. Plastic Bags

The Scott County HHW does accept plastic bags for recycling.  You can also recycle your plastic bags at one of the following locations:

The Scott County HHW does not accept mattresses. However, there are several locations that accept mattresses and box springs in and around Scott County. Fees may apply.

14. Storm Doors - Not Accepted

Metal storm doors are generally lined with wood, and therefore cannot be accepted as scrap metal. The wood, combined with the glass on most doors makes them a solid waste item, and not a candidate for metal recycling. Here are two alternatives available in the area (fees may apply):

15. Wood Disposal - Not Accepted

16. Media: DVD/CD's (Accepted) & VCR tapes (Not Accepted)

The Scott County HHW accepts media in the form of DVD's, CD's, video games, and floppy disks. However, VCR tapes, and regular cassette tapes are not currently recyclable and can be placed in your household garbage.

17. Household Garbage & Recycling - Not Accepted

Scott County HHW does not accept household garbage or co-mingled recycling. This can be picked up at the curb at your residence. If you have large amounts of recycling, it can be brought to one of the following locations:

18. Styrofoam (Polystyrene) - Not Accepted

Styrofoam or Polystyrene is not currently recyclable in Minnesota. This may change in the future but as of now it is considered a garbage item and can be placed in your household garbage.

19. Yard Furniture - Only Metal Accepted

The Scott County HHW accepts metal yard furniture as scrap metal.  Plastic yard furniture would be considered a garbage item and is not accepted at the Scott County HHW.

Individual Sewage Treatment System (ISTS) Program

1. What is a compliance inspection?

A compliance inspection is any inspection, evaluation, investigation or other such process to make conclusions, recommendations or statements regarding an individual sewage treatment system to reasonably assure that it is not a “failing system.”

2. What is a failing system?

A “failing system” is any sewage system that discharges sewage to a seepage pit, cesspool, drywell, or leaching pit, any system with less than three feet of soil or sand between the bottom of the system and the saturated soil level or bedrock and any system that discharges sewage to the soil surface, into a dwelling, to surface water or a well.

3. When is a compliance inspection required?

Current State Laws require a compliance inspection to be done any time a new sewage system is installed; before a local unit of government can issue a permit for the addition of a bedroom to a home; any time a permit or variance is requested to alter an existing system; and any time a sewage system is reviewed to determine if it is in compliance.

Scott County’s Ordinance also requires a compliance inspection when there is a change in use of the property (i.e. residential to commercial, commercial to industrial, or the addition of a business to a home); when new lots are developed and one of the lots has an existing sewage system; whenever a horizontal addition or an accessory structure (such as a garage, deck, or pole building) is added to a home and acceptable information is not available regarding the soil properties and/or the installation of the sewage system; and for a change from seasonal to year round use or when the Scott County Zoning Ordinance causes a system to be reviewed for compliance.

4. Does Scott County require a compliance inspection whenever a home is bought or sold?

No, Scott County does not require a compliance inspection when your home is sold. However, many prospective home-buyers do choose to have one done before making their purchase decision, so that they know exactly what they are buying. Lenders may also require a compliance inspection to be done before they will finance that home purchase for the buyer.

5. When does the Scott County Zoning Ordinance cause a septic system to be reviewed?

Any time a building permit is applied for and the home is in a shoreland district, the sewage system may have to be reviewed for compliance. Building permits that deal with maintenance of a home such as siding, roofing, new windows or furnace, etc., will not trigger the sewage system to be reviewed. However, the system must be reviewed for the addition of a new deck, enlargement of a deck, a garage, or a second story addition to the house. In some situations the system may be required to be replaced, and a septic permit may then have to be applied for at the same time the building permit is applied for.

6. If a system is found to be “failing” when must it be repaired or replaced?

If a system poses an imminent health threat, state laws require it to be fixed within ten months. If a failing system does not pose an imminent health threat but consists of a seepage pit, leaching pit or dry well, it must be repaired or replaced between ten months to five years depending upon how susceptible the ground water is to contamination. If the system is failing because it has less than three feet of separation and it is located in an area that is not susceptible to ground water contamination, you will then have 10 years to replace your system. The ISTS Ordinance includes a table that establishes a repair/replacement schedule in accordance with the ground water protection zones defined by the Minnesota Geological Survey. 7. Will the County require replacement of a failing system if it is located in an area proposed for City Sewer?

The ordinance provides that failing systems within areas designated in an adopted plan for extension of public sewer within five years will not be required to be replaced, regardless of the groundwater susceptibility zone it is located within. The one exemption is a system that presents an imminent threat to public health. Any imminent threat to public health will need to be abated within ten days as provided in Minnesota Statutes Chapter 145A. However, this might mean routine pumping, water conservation or other measures rather than system replacement.

8. If a system is relatively new, will the system still need a compliance inspection?

If the County has accurate soil information, a valid permit and the system was inspected when permitted, a full compliance inspection may not be needed. The County may be able to issue a building permit as long as the system is not currently discharging to the soil surface. If there is no soil information, no permit was issued or there appears to be discrepancies between the soil information, a compliance inspection shall be done.

9. How long is a compliance inspection valid?

State statute indicates that a Certificate of Compliance for an existing system is valid for a 3 year period and a Certificate of Compliance for a new system is valid for five years, unless the local unit of government finds evidence of an imminent threat to public health and safety which requires the abandonment of the system.

10. How long should an individual sewage treatment system last?

A properly installed and maintained ISTS should serve a residence indefinitely. Some factors that can shorten its service life include:
- Lack of routine maintenance, septic tank pumped to remove sludge.
- Dumping harmful chemicals into sewer, including septic additives.
- Surface water draining onto drainfield or over-sprinkling.
- Compaction of the soil over the drainfield, vehicles driven or parked on the drainfield.
- Mechanical failure of system components, baffles in the septic tank falling off, septic tank cracking or collapsing, or pump failure (if so equipped).

11. How much does a new system cost?

The cost for a new drainfield can vary a great deal depending on the amount of bedrooms in the house and the soils in the area. An average mound will cost around $23,000-$30,000, while a gravity trench system will average about $18,000.

12. If my ISTS is failing, will I need to replace it with a mound?

Often this is the case when an in-ground trench or bed fails due to a seasonal high water table. However, the specific type of system that you need (mound, trench, pressurized bed, etc.) will be determined by the soil conditions in your lot.

13. Does the County require all systems to be inspected and fixed?

An ISTS, regardless of whether or not it meets current codes, can continue to be used until it is inspected and found to be “failing.” Failing systems must be repaired within defined time schedules.

14. Will the County’s required maintenance inspection program result in discovery of failing systems?

Maintenance inspections do not include soil borings and therefore will not identify systems that are too close to the water table or bedrock. However, a maintenance inspection may detect a system that is surface discharging or one that includes a cesspool or seepage pit. Systems that are found to be an imminent threat to public health will be required to be repaired or replaced within ten months.

15. How often must my septic tank be pumped?

The need to pump a septic tank is directly related to how much sludge/scum has accumulated within the tank. Factors that affect sludge/scum accumulation or pumping frequency include:
- Tank size
- Number of people using the system
- Use of a garbage disposal (garbage disposals cause more solids to be put into the system)
- Dumping of fats and greases into the system
- Frequent washing of soiled clothing

16. What does a maintenance inspection include and how much will it cost?

Maintenance inspections will be required once every two years for most residences. It will include measuring the depth of sludge and scum in the septic tank, and checking to make sure the baffles are in place. If the tank is overly full of sludge due to heavy use or a lack of pumping, the drainfield will also need to be inspected. The inspection will also include reporting of a surface discharge. Costs will vary depending on access to the septic tank. If access is available through an inspection pipe, the cost should be less than the cost of pumping.

There are certain visitation hours to follow. Calls can be made to or received from parents, immediate family, court personnel, and attorneys. Mail is acceptable any time.

The daily rate (per diem) is $250 per day and $275 per day for 30 day evaluations.

3. I returned an item but it’s still on showing on my account OR I received an overdue notice. Why is that? Will I be charged late fines?

If you return an item on a weekend or later in the day, you may need to wait until the next business day to see the item checked in and cleared from your account. You may also receive an overdue notice, depending on timing. You may disregard this notice if the item was returned. For additional assistance, please contact the SCL branch where you returned the item so staff can search for it. 

Scott County Library no longer charges daily overdue late fines (as of March 2022), but we do charge for unreturned or damaged items. An item is marked as unreturned in our system 21 days after its due date. 

4. My account is blocked and I can't check out more physical items. Why is that?

We've implemented system blocks to help remind customers to return items. If your account has accrued a balance greater than $25.00 due to old fines or unreturned items, you will be unable to check out additional physical items. Customers with blocked accounts can still access eBooks, use WiFi, reserve meeting rooms, use library computers, print, copy, and use other in-library services. 

5. I lost an item, how can I pay for it?

First, call or email your library so we can mark the item as "lost" in our system. You may pay with cash or check in person during staffed hours. Outside of staffed hours, you can for the item by credit card anytime through our Catalog & My Account page or our mobile app (available on both iOS  and Android).

6. How do I update my contact information (address, phone, email)?

To update contact information on your account, call any Scott County Library location. 

7. How do I renew my library card?

To renew your library card, simply contact us in the way that works best for you. Library staff will need to re-verify your address, phone number, and email address.

There are several different ways to renew your items: 

1. Let our system do it for you. Our system will attempt to renew an item for you if no one else has a hold on it. When an item is coming due, an attempt will be made to renew it automatically for another 3 weeks. You will receive an email reminder 3 days before an item’s due date informing whether materials have been automatically renewed or need to be returned. Items will renew up to 5 times. 

2. You can manually renew items, and manage your whole account, through our Catalog & My Account site. Sign in with your library card and PIN. You can renew your checked out items from My Account.

12. Is the credit card payment method used by the Library secure?

Yes. We use a service called ProPay to process online credit card transactions made through our Catalog & My Account site. ProPay has a secure payment portal seamlessly integrated into our catalog and the library's mobile app. It uses a separate website with an encryption certificate. For your protection, your credit card information is not stored on Library servers or permanently saved anywhere by the Library. 

13. Is there a service charge or convenience fee for paying with a credit card?

There are no service charges or convenience fees associated with our online payment module. You will never pay above and beyond your library fee when using a credit card on our Catalog & My Account site.  

14. Do you charge daily overdue late fines?

No, we do not charge daily overdue late fines. As of March 1, 2022, Scott County Library is permanently fine free. However, customers will continue to be responsible for previously accrued fines (before 2022) and bills for unreturned (missing or lost) and damaged items. An item is marked "unreturned" in our system 21 days after its original due date. Payment options are available online and in person. Library - Extended Access

1. What is Extended Access?

Extended Access is a library card add-on / membership service that provides self-service access to some Scott County Libraries outside of staffed open hours. It does not replace or reduce staffed hours. Instead, it provides our community more opportunities to use the library when it works best for them. It works similarly to college libraries, 24/7 gyms, co-working lofts, and other shared public spaces. Members use their library card to unlock the library. At this time, it is only available at the Jordan and Elko New Market Libraries, but will expand to other Scott County Libraries in the future. 

2. Why is Scott County Library pursuing this service?

Extended Access empowers our community members to use their library when it works best for them. For several years, we've been exploring ways to make our buildings more open to the public, such as after-hours access to meeting rooms. The positive response to meeting rooms inspired us to consider maximizing access to resources like Wi-Fi, computers, and study spaces. We're excited to be more available than ever to early risers, remote workers, technology users, homeschooling families, childcare providers, and others who love using the library.

3. How does it work?

First, customers sign up to get a membership privilege added to their library card. (More information about signing up is on our EA webpage). When they visit outside of staffed hours, members scan their library card barcode and enter their PIN at an entry panel to unlock the door. Once inside, they can freely use in-library resources and self-service equipment such as the self checkout machines, computers, printers, copiers, and study rooms.

4. Who can sign up for and use Extended Access?

Any Scott County Library cardholder aged 16 and older can sign up for Extended Access membership. You do not need to be a Scott County resident, but you do need a card registered with us. Teens ages 16 and 17 must have a parent/guardian also view the orientation materials with them and sign the membership agreement on their behalf. 

5. Do library users have to pay to use this service?

No, Extended Access membership is absolutely free for all cardholders aged 16 and older who sign up. 

6. Can an Extended Access member bring guests or family members such as children?

Yes, and they assume responsibility for their guests per established library policies and their EA Membership Agreement (PDF). All youth ages 0-15 must be accompanied and supervised by an EA-enrolled adult during Extended Access hours, no exceptions. 

7. How will the library be safe when staff aren't there?

Maintaining safety and cleanliness is our top priority. Cameras are installed throughout the library to monitor activity. Members are also required to attend an orientation and sign an Extended Access agreement (PDF) to acknowledge their responsibilities to keep our staff, other library users, and the facility safe. We have also communicated with local law enforcement police to ensure they're aware of the service in the rare case of an emergency. 

8. How do you report feedback or problems if staff aren’t there?

We have several processes in place to help members report technology issues, space problems, or other concerns.

9. Will I still be able to talk to a librarian?

There won't be librarians on duty during Extended Access hours, but they are available during regular staffed hours to offer the same services you know and love. 

10. Once I sign up, will I be able to use the service immediately?

Depending on timing, you should be able to use the service within 24 hours of registering. After you turn in your membership agreement, our staff takes a few extra back-end steps to add the privilege to your library card. You will be notified by email when it's turned on.

11. Are you planning to add Extended Access to other Scott County Library locations?

Yes, we plan to add Extended Access to other Scott County Libraries in the future. At this time, we're carefully surveying each library to ensure you will have a safe and pleasant experience. 12. Do I have to live in Scott County to use Extended Access?

You don't have to live in Scott County to be an Extended Access member, but you do need to have a library card registered with Scott County Library. If you have a library card from another Minnesota library, we can add it to our system during your membership orientation. Make sure to bring an ID so we can ensure your contact details are up to date. 

13. What research did you do to establish your best practices?

In 2018-2019, we had a great opportunity to commission research about self-service in public libraries through a Countywide partnership with the University of Minnesota's Resilient Communities Project. Professional graduate students from the University of Minnesota and St. Kate's Master of Library & Information Science program contacted other libraries, surveyed our community, and applied professional expertise to help us succeed. Property Assessment

1. I haven’t changed anything, why do you have to come in my house?

State statute requires the assessor to physically review 20% of all property each year. This results in the assessor visiting your neighborhood once every five years. The assessor is verifying that the currently existing information is accurate, and checking for any changes that may have been made to the property. Having accurate property information is critical when valuing and classifying property and contributes to a fair and equitable assessment for everybody.

2. My permit was already closed, why do you need to look at my property again?

The “building inspector” ensures that everything was completed to code and signs off on permits. The “assessor” must review the property to see if there was an impact to the property value due to the changes that were made. If the assessor determines that there is added value you will see the exact dollar amount on your following valuation notice, which is mailed in or around March each year. The added value is listed under “Value of New Improvements” on that notice.

3. What if I don’t let the assessor inside my house?

It is your right to decline an interior inspection. The assessor will then make reasonable estimations regarding the property’s interior finish and quality. If you disagree with the resulting valuation the local board of review is not allowed to make any changes in your favor until you allow the assessor to inspect the property.

4. Are Property Estimated Market Valuation increases limited to 15%?

No. There is not a limit on how much an Estimated Market Value of a property can increase or decrease. There used to be program that restricted how much the Limited Market Value (LMV) or Taxable Market Value (TMV) could increase from the previous year. That program sunset for taxes payable in 2010.

5. Can my Estimated Market Value change even if the assessor has not been inside my property?

Yes. The assessor keeps records on the physical characteristics of each property in the County. Even thought the assessor may have been unable to go through your property, the Estimated Market Value will still be reviewed based on the existing records and/or sales of similar property.

6. Does the Estimated Market Value increase at the same rate on all properties?

No, it does not. There are differences between individual properties and between neighborhoods. In one area the sales may indicate a large increase in value in a given year. In another neighborhood there may be very little or no change in value. Different types of property within the same neighborhood may show different value changes. There are numerous factors to be considered in each property, which will cause value changes to differ. Some of the factors that can affect value are location, condition, size, quality of construction, the number of baths, basement finish, garages, and many others.

7. How are my Real Estate taxes determined?

Taxing jurisdictions such as the county, schools, cities, and townships, adopt their levy after public hearings. The levies are certified to the County Auditor who then calculates the tax rates. The taxes you pay are proportionate to your estimated market value and use classification of your property as observed by the Assessor’s Office.

8. How can I judge the accuracy and fairness of my value and classification?

The assessor who estimates the value and classifies your property should be your first contact if you have questions or want more information. Your assessor can review your parcel records with you, review local sales activity, and general market trends. If you are not sure who your assessor is, you can search the Staff Directory.

9. How do I get my land surveyed?

Property owners may contact a surveyor by checking the local phone listings.

10. How is market value estimated?

The assessor visits your property to record the existence and character of improvements that contribute to its market value. The assessor collects sales information on all types of property, and studies characteristics such as location, size of the parcel, improvements and amenities that affect what buyers would pay for your property. Local sales will impact local values. The assessor uses actual sales of similar properties in your neighborhood to estimate what buyers would pay for your property. A single sale does not make a market.

11. What can I do if I think the Estimated Market Value is too high?

You are encouraged to first contact your Assessor’s Office and discuss the assessment with the appraiser for your property. You have the right to appeal the estimated market value. The methods of appeal are detailed on the back page of your estimated market valuation notice also known as your Valuation and Classification notice that is mailed to all property owners around March. 12. What factors affect my property taxes?

There are a number of items that affect your property taxes. The following are those that traditionally have had the largest impacts:
- Changes to the tax levy (amount of money requested by taxing jurisdictions for operations) made by the city, county, school district or special taxing districts.
- Changes to the market value estimate of you property.
- Changes in the market values for the area or a particular type of property.
- Legislative changes to the property classification rates, state aid formulas and other tax laws.
- Legislative unfunded mandates (usually seen as an increase in local government tax levy)
- New taxes approved by referendum.

13. What is a Property Identification Number (PIN)?

It is a unique number assigned to each piece of real estate. The PIN, also known as Parcel Number or Parcel Identification Number, is printed on the Property Tax Statement, the Valuation Notice, Proposed Tax Statement, and various other documents related to real estate taxation or assessment.

14. How can I tell what city or township my property is in from my PIN?

15. What is Classification?

Classification is a definition of how the property is USED, determined by its ownership and use. Classifications such as residential, seasonal, commercial and agricultural describe the primary use of a property, and affect the amount of property tax paid. By state law, various classes of property are taxed at different rates. For example, two neighboring homes of equal value will be taxed at different rates if one is homestead and one is a non-homestead property. Class rates are created and defined by the Minnesota State Legislature.

16. What is Estimated Market Value (EMV)?

It is the most probable price, as of a specified date, in cash, or in terms equivalent to cash, or in other precisely revealed terms, for which the specified property rights should sell after a reasonable exposure in a competitive market under all conditions requisite to fair sale, with the buyer and seller each acting prudently, knowledgeably, and for self-interest, and assuming that neither is under undue duress. In summary, market value is the price that would tend to prevail under typical, normal, competitive open market conditions.

17. What is the responsibility of the Assessor in the property tax system?

County assessors estimate property market values and classify them according to their use for property tax purposes. Each year the assessor reviews the market valuation of your property to determine if changes in the real estate market require a change in the estimated market value. Minnesota law requires that assessors actually view each parcel of real estate every five years to appraise its market value. In addition, each year the appraiser inspects parcels with new construction, alterations or improvements.

18. What will happen to my Estimated Market Value if I improve my property?

Generally speaking, improvements that increase the market value of a property will increase the assessor’s Estimated Market Value.

19. Where is the Assessor's Office?

The Assessor's Office is located within Property and Taxation Services on the main level of the Scott County Government Center at 200 4th Avenue W, Shakopee MN 55379.

20. Who determines my property tax?

There are three entities that have a role in determining your property tax. The State Legislature establishes property classes and class rates, the state determines levels of state aid to local units of government, sets the amount of homestead credit, sets the State Tax Rate and mandates unfunded programs to local government.

Local units of government determine their tax levy amount. The county assessor assigns each property a market value estimate and property use classification as provided by state statute. The property tax is the result of actions taken by all three entities (the State Legislature, Local Governments and the County Assessor).

21. How do I apply for the Homestead classification?

To have the homestead classification applied to your property, all property owners and spouses must fill out a homestead application. You must own and occupy the property on December 1 and the application is due by December 15 to be eligible for the homestead classification for taxes payable in the following year. You may also come into the government center in person to fill out the homestead application. If doing so, make sure all owners and spouses are present to fill out and sign the application. 22. Who qualifies for homestead?

To qualify for the homestead classification you must:
- Occupy the property as your primary residence
- Be one of the owners of the property or a relative
- Be a Minnesota resident

23. Why does the Assessor's office exist?

In Minnesota, property taxes provide most of the funding for local government services. Each property’s share of the property tax burden is determined according to its value and use. The Assessor’s Office collects, tabulates and updates property data annually for further county calculations. The dollar amount required to cover operating expenses of local governments is levied by each township, city, school district or county to pay for services required by local citizens. This translates into an annual property tax bill due and payable for each individual property.

24. Why has my value gone up?

Property values are based on the typical sales prices which fluctuate with general market conditions such as the general economy, property locations, supply and demand, demographic changes, and changes in tax laws. By Minnesota state laws, as property values change in the market place, those changes must be reflected in the assessor’s Estimated Market Values.

25. Why is the tax amount for the current year on my tax statement different than what was shown on the Notice of Proposed Taxes that I received in November?

The Notice of Proposed tax or Truth in Taxation (TNT) is an estimate. They may differ for any of the following reasons:
- Referendums could have passed, increasing your tax
- Property owners may have filed for homestead classification after the Notice of Proposed Taxes were mailed and before the current year taxes were calculated.
- Taxing jurisdictions may have lowered their tax levy. Although not a tax, special assessments and other charges may be billed on the tax statement. These charges do not appear on the Notice of Proposed Taxes.

26. Will my Estimated Market Value go up if I repair my property?

Good maintenance will help retain the market value of your property. Generally, your Estimated Market Value will not be increased for individual minor repairs such as those that follow. However, a combination of several of these items could result in an increase in your Estimated Market Value.
- Repairing or replacing roof
- Repairing porches or steps
- Repairing original siding
- Painting/decorating
- Replacing plumbing or electrical fixtures

27. How do I change my mailing address in the property tax records?

The change of mailing address form is available online (PDF).

28. What type of payment do you accept?

Cash or check (no credit or debit cards).

29. How do I find lot sizes/dimensions?

In the Land Records area, go to Plat/RLS/CIC Search. Enter the first word of the plat. That will give you a list of plats that begin with that word. If the list is long, you may need to scroll down to see the one you need. Click on the red Adobe image icon in the center to open the map image. Page through to find the map section that has your lot and block. Use the +/- keys, % key or magnifying glass key to enlarge the map enough to read the measurements along the side of the lot. Once enlarged you may need to scroll over or down to see the section you need. Access the online search.

30. What hours are you open?

Regular office hours at the government center are 8 a.m. to 4:30 p.m. Monday through Friday. Customer Service has extended hours Monday and Thursday evenings until 6 p.m.

31. I have an escrow account. Why do I get the tax statement?

Tax statements are sent to the taxpayer of record. If an escrow company has requested your parcel information and indicated they will be paying the taxes, you will notice an Escrow ID on the payment stubs.

Property Tax Exemptions

1. When does a property tax exemption begin?

Property that is subject to the general property tax on January 2 and is acquired and used for an exempt purpose before July 1 of the same year will qualify for exemption for that assessment year and will not pay a general property tax the following year.

2. When does a property tax exemption end?

Property that is exempt from the general property tax on January 2, and for any reason loses its exemption before July 1 of the same year, will be placed on the assessment roll for that year. Property taxes will be due and payable the following year.

3. Are all parcels owned by the same entity exempt from paying property taxes?

Not necessarily. Each parcel must satisfy all of the requirements for exemption. Also, a parcel that is incidental to the operation of the organization may not be eligible for exemption. There must be a necessary, substantial, and continuing use of the parcel for an exempt purpose by the organization in order for the parcel to be considered for exemption.

4. Is there a cost to file for a property tax exemption?

No. There is no cost to file for a property tax exemption.

5. Can I be assured of receiving a property tax exemption?

The county assessor will consider your request for a property tax exemption. Complete and accurate supporting documentation will aid in a decision.

6. How long does it take to process an exempt application?

The length of time needed to process an exempt application depends on the complexity of the issues surrounding the ownership and use of the property. Applications can be approved in as little as a week or as long as three months. Please be patient. Every effort will be made to process your application as quickly as possible.

7. What happens if my request for a property tax exemption is not approved?

Whether your request for an exemption from the general property tax is approved or not, you will be notified. You may also appeal the assessor’s decision to the Scott County Board of Appeal & Equalization or to the Minnesota Tax Court.

8. What kind of property may be eligible for a property tax exemption?

As a general rule, all property in the state of Minnesota is taxable, except tribal lands, unless the property is owned and used for a public purpose, education, or religious or charitable ministration. Read more on the Exempt Status page.

9. How do I know if an organization qualifies as an institution of purely public charity?

This is a difficult question. However, in a 1975 court case, Northstar Research Institute vs. County of Hennepin, the Minnesota Supreme Court established five factors that are often cited as guidelines for determining if an organization qualifies as an institution of purely public charity. 1. Are the COVID-19 vaccines safe?

Yes, the vaccines are safe, vetted by state and federal experts, and authorized for public use. In fact, the CDC reports that the COVID-19 vaccines have undergone the most intense safety monitoring in U.S. history. 

All vaccines undergo rigorous clinical trials to test their safety and effectiveness, including vaccines for COVID-19. The manufacturers must present required data, which is then thoroughly reviewed by the U.S. Food and Drug Administration and the Centers for Disease Control and Prevention (CDC). After a vaccine is authorized or approved for use, many safety monitoring systems are in place to watch for possible side effects.

2. Will a COVID-19 vaccine prevent me from getting sick with COVID-19?

Not necessarily, but being vaccinated against COVID-19 can make things a lot easier if you do get infected. There is no way to know how COVID-19 will affect you personally. Though many people with COVID-19 only experience a mild illness, others may develop a severe illness, have long-term health effects, or die. Being vaccinated is the most effective way to help end the pandemic and prevent serious, tragic outcomes. 

According to the CDC:

• When someone who is vaccinated with either a primary series or a primary series plus a booster dose gets infected with the virus that causes COVID-19, it is referred to as a “vaccine breakthrough infection.” 
• When people who are vaccinated get COVID-19 get a breakthrough infection, they are much less likely to experience severe symptoms than people who are unvaccinated.

Though breakthrough infections are possible (and are expected), evidence shows that fully vaccinated people with a breakthrough infection are less likely to develop serious illness than those who are unvaccinated and get COVID-19.

3. I lost my vaccine card or need to obtain my vaccination records. What should I do?

The Minnesota Department of Health (MDH) is not issuing replacement CDC cards at this time, but you can obtain your records from the Minnesota Immunization Information Connection (MIIC) in a variety of ways listed below. Your MIIC record will have the same information as your CDC vaccination card. MIIC is an immunization information system (IIS) that combines a person's immunizations into a single record, even if they were given by different health care providers in the state.

Option 1) Use the Docket App
Minnesotans can now easily access their MIIC immunization record through their smartphones or other mobile devices by using an MDH-approved app called Docket. Docket also allows you to conveniently export a PDF with your records and email it to yourself. To get started, download the free app by searching "Docket" in your app store.

4. What should Scott County residents know about booster shots?

Who can get a booster shot right now?
The current vaccines continue to provide highly effective protection against COVID-19, but booster doses will help maximize their effectiveness. According to MDH, Minnesotans ages 16 can get a booster shot. The timing depends on the vaccine you initially received:

• Pfizer & Moderna Recipients 18+: You should wait until 6 months after your second shot to get a booster. 
• Pfizer Recipients 16+: You should wait until 6 months after your second shot to get a booster. (Note: Since only the Pfizer vaccine is approved for ages 16 & 17, teens must get a Pfizer booster.)
• Johnson & Johnson Recipients 18+: You should wait until 2 months after your initial shot to get a booster. 

Will Scott County be offering big clinics again to provide boosters?
At this time, no. COVID-19 vaccines are now widely available through pharmacies and healthcare providers, so we encourage folks to take advantage of those opportunities. We are focused on reaching populations with the greatest need, including the uninsured and the under-insured. We continue to work with community partners to identify vaccination opportunities. All vaccination opportunities are posted on our webpage under the "Upcoming Clinics" menu. 

I heard I can mix-and-match my booster shot. Is this true?
Yes, health officials also authorized “mixing and matching” COVID-19 vaccine boosters for adults 18 and older. This means adults 18+ eligible for a booster shot can get any of the three currently authorized or approved vaccines (Pfizer, Moderna, Johnson & Johnson), regardless of what dose they received for their primary series. I received a Johnson & Johnson vaccine. Will you offer J&J boosters?
At this time, we don't plan to offer J&J boosters. We invite J&J recipients to take a Moderna or Pfizer booster instead, since mix-and-match options are now medically approved.

5. If I previously had COVID-19 and recovered, do I still need to be vaccinated?

Yes, you should still get vaccinated if you previously had COVID-19. The vaccine will help prevent you from other COVID-19 variants and reinfection.

6. I’ve heard that there is pork and gelatin in the COVID-19 vaccines. Is this true?

No. There is no pork, gelatin, or other animal products in the COVID-19 vaccines. The COVID-19 vaccines are safe and effective and can prevent you from getting a severe case of COVID-19.

7. Does the COVID-19 vaccine contain live coronavirus cells?

No, there are no live or inactive coronavirus cells in any approved COVID-19 vaccine. 

• Pfizer & Moderna: Both the Pfizer and Moderna vaccines are mRNA vaccines, which do not use the live virus that causes COVID-19. Messenger RNA vaccines – also called mRNA vaccines – are a type of vaccine to protect against infectious diseases. They may seem new, but they've been studied for decades as a strategy to combat other infectious diseases such as Zika and rabies. In short: mRNA vaccines teach our immune system cells how to recognize and respond in case they encounter the real thing. 
• Johnson & Johnson: The Johnson & Johnson vaccine is designed differently. Instead of using mRNA technology, the J&J vaccine uses a disabled adenovirus to deliver information to your immune system. (An adenovirus is basically a common cold virus, and is not at all related to coronavirus.) It can teach your body how to defeat the coronavirus, but it can’t infect you, multiply, or make you sick.

8. Do I still need to wear a mask and practice social distancing if I'm vaccinated?

While vaccination offers significant protection, no vaccine is 100% effective. There are still situations where face masks and social distancing are sensible, effective methods of protection. Breakthrough infections are expected, and new COVID-19 variants are emerging, such as the Delta variant. Federal, state, or local laws may require masks, and businesses may set their own masking requirements.

It is still important to:

• Stay home and away from others if you have symptoms of COVID-19. Get tested. If you must go out (e.g., to go to a medical appointment), wear a mask.

10. How long does it take for the vaccine to be fully effective?

You will have the most effective protection about two weeks after your final dose. In total, it can take about six weeks (from first dose to second) to become completely protected from COVID-19 after vaccination. The Pfizer and Moderna vaccines are only fully effective if you get both doses. If you only get one dose, you may not be fully protected against COVID-19, but you may still benefit from added protection. The Johnson & Johnson vaccine only requires one dose. 

No vaccine or medicine can offer 100% protection, but they are worthwhile and easy methods of protection. While breakthrough cases are emerging in vaccinated people due to the Delta variant or other factors, statistics show that the vaccines are working. The CDC reports that vaccinated people with breakthrough COVID cases experience less serious symptoms, and are statistically less likely to become hospitalized or die.

Radon

1. What is radon?

Radon is an odorless, colorless, tasteless gas that is produced by the natural decay of uranium and radium in the soil. Since radon is a gas, it can easily enter homes and other buildings. In outdoor air, radon is diluted to very low levels. Inside of homes, radon may become trapped and buildup to dangerous levels. The United States Environmental Protection Agency (EPA) recommends that all homes be tested for radon gas.

2. Is radon dangerous?

Exposure to radon increases your risk of developing lung cancer. It is among the leading causes of lung cancer deaths in the United States, in fact, second only to smoking. The EPA estimates that 14,000 people in the United States die each year from lung cancer due to radon exposure. The EPA recommends that if your home has annual radon concentrations at or above their guideline of 4 picocuries per liter (pCi/l) steps should be taken to reduce the radon level to below 4 pCi/l.

3. Do many homes have high levels of radon?

The EPA estimates that one out of sixteen homes in the U.S. has radon levels above their radon guideline. In general, homes in the Midwest are much more likely to have high radon levels.

4. Why do Minnesota homes have more radon?

One reason is we build most of our homes with basements. Since radon is found in the soil, homes with basements are more likely to have high radon levels. The soil in our state contains widespread low-grade uranium and radium. Approximately one out of every three homes in Minnesota has radon levels above 4 pCi/l. As a result, the Minnesota Department of Health (MDH) recommends that all homes in our state be tested for radon gas.

5. How does radon enter my home?

Radon can enter a home anywhere there is an opening between the home and the soil as well as through solid material. These openings include dirt floor crawl spaces, cracks in slab-on-grade floors, and concrete block walls. As air is used or exhausted from the home, this "lost" air creates a vacuum (suction) in the home which then pulls in air from the outside. Some of this outside air comes from the soil, which may contain high levels of radon.

6. How can I check my home for radon?

The only way to know the radon level in your home is to test your home. Each home is different, and a neighbor's radon results can't be used to determine if your home has a problem. Homeowners can purchase simple, low-cost radon detectors for use in their homes. The two most common types of radon detectors are long-term (alpha track or electret ion) and short-term (charcoal canisters).

7. Does smoking increase my health risks?

Your family's risk of developing lung cancer from radon depends on several factors, including the average annual level of radon in your home and the amount of time you spend there. The longer your exposure to radon, the greater the risk. The risk is much greater for smokers. Smoking combined with radon exposure greatly increases your risk of lung cancer. Until you can reduce the radon level in your home, do not smoke in the home and ask other people not to smoke while in your home.

In a jury trial, the decision of guilt or innocence is decided by either 6 or 12 citizens that were chosen out of a pool of people. They would listen to the evidence and make the decision. In a court trial, there is no jury present. The judge would listen to the evidence and make the decision.

2. Do I qualify for a public defender?

The judge makes that determination as to whether or not you qualify. You will be required to complete a form and the judge may also ask you some questions regarding your eligibility for a public defender. There are certain criteria you must meet to be eligible for a public defender. If you qualify, you will be know before your case proceeds.

5. How do I get a 911 address marker for the end of my driveway?

Contact Jason Allen at the Scott County Highway Department at 952-496-8042. If your address marker or post has been damaged or is missing, the Highway Department will replace it. The marker will be placed in the road right of way on the same side of the road as the access to your home or business. For purposes of uniformity and consistency and safety issues involving utilities in the road right of way, it is not recommended that you attempt to replace your own marker. There is a fee for replacement of a marker and/or post, depending on the materials used.

6. How do I get a copy of a police or accident report?

Call sheriff records 952-496-8320 for reports from the Sheriff’s Department. They will need to know the date and time, ICR number, incident type or address. There is a fee if there is a report, $5 for the first page, $0.25 per additional page. To get reports from city Police Departments contact the department that wrote the report.

1. What are the laws regarding fireworks in Minnesota?

2. Is it or is it not lawful to pass a vehicle on the right if the vehicle in front of you is waiting to turn left?

Passing on the right is not legal in Minnesota, unless a special lane is provided, or you are on a multi-lane road. It is against the law to use the shoulder (whether paved or unpaved) or a turn lane to pass. The National Highway Traffic Safety Institute and the National Safety Council recommend a safe following distance an extreme minimum of 3 seconds, and pay attention at all times to your driving. Then, when you see the vehicle in front braking and signaling for a left turn, start slowing down immediately. That will get traffic behind you to slow down. Stop and wait behind the left turning traffic until it turns, then go. That's the law, and our recommendation.

3. Is it illegal to have one or more people riding in the bed of a pickup truck? What if the truck has a topper?

Believe it or not, currently it is legal in Minnesota for humans to ride in the bed of a pickup truck, whether or not the truck has a topper. It is not safe, but it is legal. A driver may, however, be charged for reckless or careless driving if they are swerving or committing some other type of driving maneuver which may further endanger the passengers back there.

4. What are the laws regarding child seats, booster seats, and safety belts in Minnesota?

1. Do I have to pay the next bus I get on?

Sometimes, if the value of your transfer is less than the bus fare of the next bus you would have to pay the difference, if the transfer was more you would not. For example, you have a ride on the first bus and paid $2.25. You had to transfer buses and that bus fare was $4.50. You would have to pay the difference of $2.25.

2. Do I always get a Transfer?

Transit Link does issue transfers to all regional buses and also accepts transfers from all regional transit buses.

Understanding Your Septic System

1. Who has a septic system?

More than one third of the residents in Scott County use some form of sewage treatment method other than a municipal or city sewer system. This “other method” of treatment is called an Onsite (or sometimes subsurface) Sewage Treatment System (or SSTS). If designed and installed properly, an SSTS can be a cost effective and environmentally safe method of treating wastewater generated within the home.

2. Why does sewage need to be “treated” anyway?

Sewage contains bacteria, viruses, nutrients, some chemicals, and a small amount of heavy metals. These contaminants must be treated before they reach the groundwater, in order to prevent the spread of disease and environmental contamination. An SSTS can provide a high degree of treatment if the system is properly designed, constructed, and maintained. An SSTS treats sewage by using biological, physical, and chemical processes.

3. What is a septic system?

A standard septic system is generally made-up of two parts: a septic tank and a septic drainfield (or soil treatment system). The soil treatment system usually consists of either an in-ground system (trench system) or an above-ground system (mound system). An SSTS professional can determine which type of soil treatment system is needed, simply by analyzing your local soil conditions and determining the depth to the seasonally saturated soil (water table).

4. How does the septic tank work?

All wastewater containing human wastes, nutrients, dirt and other contaminants must be collected and delivered to the septic tank for primary treatment. Bacteria which occur naturally within the waste will begin breaking down the organic materials in the sewage.

5. How often should you clean your tank?

Your septic tank should be cleaned (maintained), by a licensed SSTS Maintainer, approximately every two to three years, with the exact frequency depending upon levels of use. The licensed maintainer that you choose will inspect your tank to determine if it needs to be pumped. If pumping is required, they will then remove all of the scum and sludge that have accumulated in your tank.

The cleaning of your tank must be performed through the 24-inch tank maintenance hole rather than through one of the 4-inch inspection pipes. As a homeowner, you should make certain that this is the case. Failure to utilize the larger and more centrally located maintenance hole will result in your tank being only partially emptied. This will increase the chances of the remaining solids floating out of your tank as it begins to refill, and finding their way into your soil treatment system where they can damage and shorten the life of your drainfield.

Scott County has a small bus with a wheelchair lift that goes to the VA Medical Center in Minneapolis Monday through Thursday. See our Transportation Policy.

2. Upon discharge from the service, do I need to record my discharge?

Yes, bring the original Copy Number 1 and the Copy Number 4 of the DD214 to the Veterans Service Office, we will have it recorded at the Scott County Recorders Office and give your original right back to the veteran. Discharge documents are not considered public record in the State of Minnesota. We will, also, start a benefits file for the veteran in our office.

3. What services does the Veterans Office provide to veterans?

We can answer most of your questions regarding the Department of Veterans Affairs (VA) and the VA Medical Center (VAMC) or the Minnesota Department of Veterans Affairs (MDVA). We can assist you in filling out VA Forms, contacting the VA, VAMC, and the MDVA.

4. Should I call first for an appointment instead of just dropping by the Veterans Service Office?

Yes, it is best if you call for an appointment prior to visiting the office, that way we are sure to be available when you come in.

1. What is my property zoned and what are the building setbacks?

ScottGIS Mapping Application and Property Information Mapping Application allow users to search for zoning information by owner name, property address, or Parcel Identification Number (PIN).

Setbacks are listed under District Performance Standards within each Zoning District in County Zoning Ordinance No. 3. Additional setbacks may apply from wetlands, bluffs, lakes, streams, and other natural features.

2. Do I have the ability to further subdivide my property and if so how can this be done?

The ability to further subdivide property is based upon the density for development listed in each zoning district’s performance standards. Additional factors may place additional limits upon how many parcels can be created during the development process. The subdivision of any parcel that results in a parcel being created under 40 acres in size requires that parcel to be platted. The process for land subdivision is available for Land Development Process site.

3. My lot size is below the minimum allowed by the zoning district performance standards, can I a) build a home on the property or b) increase the size of the existing home?

Any property that was created and legally existed prior to the applicable dates in each zoning district shall be considered a legal non-conforming lot of record and considered buildable subject to the applicable setbacks and district performance standards. Lots created after the dates listed are considered non-conforming lots.

A structure that does not meet certain district performance standards, such as setbacks, can be increased in size up to 50% of the total square footage provided such expansion does not conflict with performance standards or further decrease the distance between the structure and applicable property line or ordinary high water level.

4. I own a small business; can I locate and operate the business on my property if it is in a residential zoning district?

Each zoning district lists uses that are either permitted uses, permitted accessory uses, conditional uses, or interim uses within that zoning district. Generally, commercial and industrial businesses should be located in the areas zoned for these more land intensive uses, and where they do not create conflict with neighboring residential properties. However, the Zoning Ordinance does provide avenues for county residents to operate small businesses out of their home or from an accessory building on the property. Chapter 8 of Zoning Ordinance No. 3 provides information and regulations for Home Occupations (Certificate of Compliance) and Home-Extended Businesses (Conditional or Interim Use Permit), which is available online.

5. What size accessory building am I allowed to put up and what are the setbacks?

Accessory building size is limited by the gross acreage of the property in question and is a total of all detached accessory buildings located on the property; attached garages are not considered accessory. A chart showing allowable accessory square footage and maximum building height is provided in the performance standards of each zoning district. Generally, accessory buildings must meet the required principle building setbacks unless otherwise indicated. Read our

6. How many animals can I have on my property?

Chapter 9 of the Zoning Ordinance No. 3 provides standards for the number of animals a property owner can keep on his/her property. Raising of animals or livestock on a property requires that the parcel meet or exceed the minimum acreage required by the respective zoning district. Animals are measured by animal units, a factor that takes into account the size and weight of each animal, as defined by the table in Chapter 9. The number of animals allowed is one animal unit for the first two productive acres, and subsequently one animal unit per each additional productive acre. Productive acres are defined as acre of land on which crop tilling or pasturing can occur, and excludes areas where buildings, septic locations, lakes, wetlands, streams, woodlands, and other amenities exist. Additional information about productive acres and animal units can be obtained from the Scott Soil and Water Conservation District (SWCD).
